Internet Explorer toolbar....HELP?

When I work on Internet Explorer my top tool bar disappears when my mouse pointer isnt on it. But when I have my mouse up on the toolbar, it comes back....how can I change this so it is up there all the time....same with my bottom bar, but it never shows....Thanks in advance.

Somewhere in your settings is an option that auto-hides your toolbar. Make sure it is unchecked or No is selected so the toolbar stays.
