his belly seems like its bulging- he has not been over fed. he swims in circles and then floats to the top of the bowl. whats happening?

Your betta most likely has a swim bladder infection. This is a very serious condition that is difficult to treat, but can be treated with certain antibiotics. I would suggest treating with Furanace as it is better able to treat internal infections than many other antibiotics available. Even with quality care once a fish is in this condition recovery is rare to be totally honest.

The possibility exists that your fish is constipated, but with swimming that poor, it's really a long shot in my opinion.

He's probably dead by the time you read this answer. Get a new one.
If he's still alive, make sure the water is not too warm or cool,that it contains no chemicals (esp. chlorine from the tap. ) Don't feed much,It doesn't eat much.

He's obviously sick.
Take him to a pet shop and show whoever is in charge of the fish.
They should be able to diagnose and give you some meds for him.

You have over fed, and maybe with poor quality old rancid food. Don't feed him again until he rights himself. Toss that food and get something else. Try freeze dried bloodworms for a while. Getting his water a little warmer could help too.
I feed my bettas every other day, about 6 to 8 pellets.

Hold him rightside up in tank for 5 min.

Are you 100% he hasn't been overfed. That's what it really sounds like. He could be constipated.
