How about a 4WD van?

You can get Chevy Express (full-size) or Astro (mid-size) vans in 4WD, but it's mainly snow running, not off-roading.

On the other hand, just how disabled is your daughter? I've seen cars (Crown Vics) with a "wheelchair folder". Basically the driver gets close enough, and pushes himself to slide into driver's seat. Then he moves chair into position, and a wheelchair folder unfolds from the backseat position, folds the chair, and pulls it into the rear seat area. When he needs to get off, the folder pulls out the chair, and unfolds it so he can get out. Obviously, this would cost more than just a wheelchair ramp...

Hey, found one that fits on the car top!

perhaps a Chevy blazer and have a rear ramp in the back with the seats removed. They have a taller roof line.
