Well without knowing more about the harassment (how or where) the harassment is occurring - it's kind of hard to give you solid advice that would help.
If he's anywhere near you - you can go to court and acquire a temporary stalking order until you both appear in court and the judge determines whether you will get a permanent order against him. If at anytime he breaks the temporary order by continuing to harass you - you can have him arrested to which you'll need that police report of the incident to get a permanent order without much effort when you appear.
If he's harassing you by phone - try to record the harassment and report that to police. Even messages left on an answering machine can be evidence against him. Or you can call your phone provider and ask them what number code to push on your after he calls and you hang up. 3 times of these types of calls the phone company will cut him off of his own phone. Or you can change your phone number. They usually do it for at no cost to you one time. Change your email address, as block will only work for a short time before he changes his to contact you again. Or you can contact the abuse department of the ISP he is using and they'll take care of it. e.g abuse@aol.com, abuse@juno.com.
And get a P.O.Box for your physical address (if he's mailing you snail mail). Advise your post office that you are not accepting any mail from him at all. And they'll either return it or toss it in the trash. However if he is mailing you snail mail - you could try writing on the letter "Not or No Longer At This Address" and have it returned that way. He might think you have moved and discontinue.
If he's in another country - then I suggest you call the local authorities of that country, and the area to which he lives, and see what they can do for you. I have done this before and found that the local police of the other country were quite pleasent and accommodating to my concerns.
If these things do not seem to work - then I suggest you talk to an attorney no matter where this guy is. If you have an attorney send him a letter informing him to stop bothering you or else civil actions will be taken against him. Or move to another address. It sucks, but it will stop. Especially if you keep your new address, phone number, and such private and unlisted. And request them to be as such with phone company, and post office. Your post office box will help you do that.

He is in another country or he is from another country but lives near you? If you are being harrassed by anyone you should call the police. It's not just for you--it will also help with any other victims he has. You can ask for a restraining order which would make it illegal for him to come close to you. If he is harrassing you by phone, tell the poilice that as well.

How are you being harrased from another country? change your email afress, your screen names, youor phone number etc. Just disappear, its not that difficult. If you dont want to give up any of thoise things then there is nothing you will have to deal with it.

If its by email, use the "block email" function. His emails will be returned to him telling him he is blocked.
Nothing a U.S. law enforcement agency can do.
