I am looking for pictures from when Cleveland did all their own towing. I am looking for pictures from as early as the early 60's maybe earlier. I have been looking for these pictures and can't find them anywhere. Can someone please HELP! Thank so much for your time.

Try the Cleveland Historical Society or City Hall archives. Ask around at the City shop, there may be some oldtimers still there or maybe children of retired mechanics.
Try also the Police and Highway Patrol type services. Many times they have photos from accident reports.
EDIT:
Talk to this cat:
DIVISION OF MOTOR VEHICLE MAINTENANCE

DANIEL A. NOVAK, COMMISSIONER
Harvard Yards
4150 East 49th Street
Cleveland, Ohio 44105
216-420-8100
216-420-8129 - FAX

His department was in charge of not only maintenance but procurement. He can at least tell you what brand they bought and maybe the dealer still has some pics.
