And yes, you may send out pictures with your college graduation announcements. These will be sent mainly to close relatives and close friends and these are the people who care about you. I'm sure they all would want a memento of your graduation.

It all depends on how many pictures you have. Definitely enclose pictures with any announcements going to relatives. If you have enough, then you can send pictures to special friends. Remember to save enough pictures to pass around at school and always save a few.

Are you talking about ANNOUNCEMENTS or applications? Sorry...If you're talking about an application for college, NO. It shouldn't matter what you look like.
If it's announcement - like yay - I graduated - sure why not! :-) Show off!

It's at your discretion. Usually they go to family members who live far away, or to people you care about in general. Also people who you are moving away from that you are close to.
