The Axis consisted of Germany, Italy, and Japan. The leaders of those nations were:

Russia: Joseph Stalin

Germany: Adolf Hitler.

Italy: Benito Mussolini.

Hirohito Emporer of Japan

Hitler, Stallin, and Mussolini were considered to be the dictators of the major belligerents in WWII. Hirohito the Emperor of Japan was a monarch and not really a dictator in the truest sense of the word. Another prominent dictator that was around at the time was Francisco Franco of Spain and although he was neutral in WWII Hitler had helped him rise to power in the Spanish Civil War in 1836.

the only two dictators that i am certain are Joseph Stalin, who was in charge of the Soviet Union at the time, and Adolf Hitler, who was, as we all know, was in charge of the Nazi Party, and dictator of Germany. i hope it helps.
