No. When you "request money" you are requesting a payment.

Unless you are requesting it from, say, your father, in which case, it might be understood that it is a loan rather than a payment.

It would have been nice if you gave more details, but if you had an agreement to pay back the money, it makes no difference if the money was given to you through paypal, cheque, cash or any other way. You owe the money. Pay up.

It all depends on the person whom you requested from. If that person says that he/she wants their money back, then yes you must. If he/she doesn't mention the money, then no you dont have to pay them back.
