I think the play should be played again a do-over but I can see how a smart QB would throw a ball at a ref so they don't lose a down.
So the loss of down is the easiest way to enforce it.

Do you want officials to call penalties? The official (I believe he is the umpire) that usually gets hit with the pass lines up behind the linebackers. He is in charge of watching the interior lineman to make sure there is no holding, chop blocks, etc. He doesn't watch the ball. He doesn't know the ball is coming. The receiver knows where he is running, and the quarterback sees where he is throwing. If an official gets hit, it's the player's fault. You don't want every official watching the ball because they won't be watching the players. Nothing would get called.

Referees are considered part of the field. When it goes against the other team I'm always saying well , he's (the ref) is part of the field,but when it goes the other way it's "come on get out the way".

Oh, man, this has happened to me, it SUCKS, honestly I just ran him over (i really didn't mean to) but sometimes you can't. I think it is wrong when they stay in the way on purpose though, but honestly, would you want some huge muscular guy plowing you over, so very few refs will get in the way on purpose. But if they try to get out of the way and dont, it's just part of the game, just as much a part of the game as them making a bad call. But I would be SOOOO mad if this happened to me or my team, unless we got a touchdown the next play, lol.

referee line up in the same spots on the Field to observe each play they are responsible to see...when plays are made in a play book...these plays /routes are known in advance.so as a player runs his pattern and the defence tries to defend the play from being complete there is always the possibility of colliding ..part of the game for years
