It means most parts are covered for 3 years like hard drive etc. but batteries are usually just 1 year. That is the limited part of the warranty. It is limited to certain items but not all.

As far as I know (I also have a Dell with complete care) it covers the battery for the whole time, as well fix it if it *accidentally* drops and breaks (just like an insurance). Onsite Next Business day means that they will come to your house/office/dorm/hut to fix it no later than the next business day (e.g. if you place a call on Friday before Memorial day, they will come either on Friday or on Tuesday).

The warranty is limited to specific parts of the computer. (Usually the battery is only 1 year, but everything else is covered) Next Business day on-site means that if something is wrong with the laptop and you call support they will send someone to your place to fix it. Complete Care is if an accident happens (you drop it) they will still fix it.
