I seem to answer pruning questions so many times. So here goes..
Here's the guide..

Trees that flower on last years wood, prune after flowering.
Trees that flower on this years wood, prune in winter.
Avoid pruning Rosaceae in the autumn.
But most species when leaves mature..

Certain species of tree such as walnut should not be pruned at all as they tend to bleed very heavily in the spring as the sap rises..

Prune your willow in full leaf, this is the best time to do it as the tree will be making the energy needed to repair its self and fend off pathogens..

Willow trees normally flower in the summer, therefore should be pruned before July 4th

Most pruning should be done in the fall. But you can do some early spring pruning. Make sure you are not cutting off new buds from the branches for you will not have any growth.

I have Japanese Willows which, if pruned in early spring before they leaf out will show white and pink in the leaf. Cut down by one third every spring.
