yes they still can do that ...u zone alarm may help not to access ur computer , but tracking ur computer is something else they do not need to access ur pc all what they need ur IP address to track u, but these process is complicated and cost a lot , so they just do that in the huge criminal , and also they need a strong help from the web sites and the companies like Microsoft or Google ..

If you are using a P2P program to download pirated music, video, etc., you are risking getting caught and a huge fine. A firewall want protect you. The monitoring is being done outside your computer. There is no way to prevent this except by using say wifi at a public location with a laptop.
If you have a pirated Windows program that you are worried about, a firewall want help you there either.
Having a p2p program is not illegal. It is what you download.
