Change your security settings to allow downloads, or go to a shop and buy a computer magazine with a CD/DVD attached, most of them have IE7 in the utilities section of the CD

You did not mention Type of security you are using,If your using Norton add Microsoft Download and support (http://www.microsoft.com/ )to your allowed list within your security. You can also turn off your security fire wall and turn on Windows fire wall and this usually will let you down load from Microsoft.

Do the following, on the menu bar Tools > Internet Options > Security tab > select the "Internet" zone > click [Custom] > scroll down to "Downloads" > under Downloads, select "Enable" > [O.K.] > [O.K.].

Are you using WindowsXP SP2 ? . Then only IE7 will be downloaded.
