A Tax refund check is YOUR money that you gave the government. If those "bums" have a tax refund, that means they paid money in, but more than they were required based on income. Each American gets standard deductions, so if you make less than the standard deduction, than you get it all back. Nobody gets more money back from taxes then they had withheld. They are getting their own money back.
I also am not sure how you know that you are paying them anything. Everyone acts as if poor people are living some high life, but the fact is that to get benefits, it is not as easy as people think. It is very hard to get off of the street once you get on it, because not too many people are going to give a "bum" a job that can pay the rent and all of their needs. If they have no address and are actually homeless, they probably also don't have the paperwork necessary to get benefits.
I ran a long-term TBI program in New York City and most of the time, once you get the whole story, you see that there is much more to what is going on than just a "bum" being given money.

Well I seen a woman in a Brand new cadilac at the salvation Army load up with groceries,guess her payments are so high she couldn't afford food for her family and she wasn't picking it up for someone else,,so there's things going on all over,its hard to keep up with it,some people will take advantage when they can,most sooner or later get caught.
