It depends on what you're doing and the cut of the skirt. You can wear neutral flats, sandals if the skirt is white denim, cotton twill. If this is a dressier skirt (kneelength as you described like a pencil skirt/A-line) - and you wear a crisp colorful shirt (short sleeve camp tailored pocket camp shirt with a cami under it, or a long-sleeved pastel shirt) - you can wear a very small heeled slingback shoe. If the skirt is part of a suit, a classic pump. If the skirt is flowy, you can wear strappy sandals if it's dressy, or clogs if it's totally casual looking. It depends on the look you want.
Wear the skirt to go shoe shopping and try on all kinds to see what you like best.

Here in Brazil we would tell you that depending on the kind of the skirt and the color of t-shirt , a silver sandal would be good enough.

depends on the shirt. to make your shoes stand out pick like brightly colored flip flops. some white, black or pink flats would look cute 2! something bright would bring attention to your shoes. some bright green, or hot pink flip flops would look good. soft pink flats. anything goes with white. it all deoends on the shirt though.

I feel that skirts tend to either look kind of cheap or trashy if they are tight and short, or they are just the run of the mill jean skirts that are not necessarily sexy.

Try maxi dresses with the side slits those will look great you! It doesn't matter if you have long legs or not merely strut that skirt

ballet flats...flip flops...uggs...anything really ! Even peeptoe pumps....pair with leggings if you wear ballet flats ! GOODLUCK!
