Just think of it like this: YOU ARE THE BOSS! The PC can be rebooted when YOU want it to. so most of the time when installing or uninstalling things you dont have to reboot your PC straight away (unless of course you want to use the new software you just installed right now!) Reboot (or restart) your PC when you think it needs to be. Some people think that the PC needs to be rebooted every night, others think it can go much longer. It's really up to you!

As for rebooting after you delete a file, if you had a desk with a peice of paper on it, would you move everything off the desk and then wait a few minutes just to put everything back on it if you threw just one peice of paper in the bin? Of course not! So you dont need to do that with your PC either. If you're just deleting a file then hit the delete button it goes into the "recycle bin" and it stays there until you empty it (Ie "taking the trash out")... hope that make sense.

If you remove a software or a game, sometimes windows will ask you to restart the computer to finish the removing of the software. You don't have too but it a good idea to restart the computer after removing a installed program.

The reason is because some files are still open or in the memory so the computer can't delete/remove all the software.

If you want to delete a file and windows say "can't delete" or something similar you need to restart the computer then delete your file.

Restart your computer only when when the instructions from the server/browser indicates that it is recommended to do so. Just the same, whenever you are working with executable file extensions named ".exe" or when you're changing your settings from Internet options by clicking on >> tools >>advanced>>
then read the list and check the ones that require restart.

I hope this helps since I don't know which system you are working with or even whether you are working with a PC or a MAC.

Old school says yes, you should make a backup before installing and after installing, the re-boot is also required as the windows registry can get very boated and sluggish with a bunch or orphaned files and keys from leftover junk, hence the reason for the first backup, to rePLACE a corrupted or virus buggered system.
Data backups are always good, System Backups are like a Commandment.
Yes you should reboot after a FILE deletion. It is just good practice, make them backups also, if you cannot get in a buggered system you cannot use the System Restore doo hickey.

If you are deleting a regular file (such as a picture, Word document, etc) there should be no reason why you would need to reboot.

On the other hand, if you uninstall a program, it's a good idea to reboot, even if not prompted to do so.

if it just a simple data file, it its not needed to restart your system,

but when you uninstall, sometimes system reboot is necessary so that your system may configure the changes occurred during the uninstall.

you don't have to restart because you deleted something and it is only on installing somethings and uninstalling somethings
