try the liquid types: here is some info.
Liquid eye liner gives the most intense and precise line that perfectly defines the eyes and stays sharp over time. It is usually available in dark matte or iridescent shades and come in small bottle with a brush or felt applicator. It is difficult to apply and requires a steady hand. It is recommended for top eye lid only, as not only does it have a tendency to irritate the eye if incorrectly applied, it also gives a very harsh line.
i would recommend that, but it does irritate the eye in some cases, so that may not work for you.

Okay..... I sooo have been through this.
First..... powder your eyelids (a good powder is Corn Silk, it has walnut flour in it to absorb excess oil).... then apply a neutral eyeshadow powder (this acts as another barrier to absorb oil).
Waterproof Liquid liner will last longer than crayon/pencil liners, because your body heat melts the crayon/pencil and that makes it smudge more. So try a liquid (Revlon ColorStay liquid DOES stay!). After you apply it, let it dry completely. and dust another light layer of powder over it, brushing excess away. This should help make your eyeliner last longer and avoid those oily rings.
If your skin is extra oily and the above doesn't work, try a shadow primer, then shadow then powder, then liner, a layer of powder and you are set.

Use Elizabeth Arden Dual Perfection eyeliner. It comes in a rectangle compact. It has a fine brush and another brush for smudging. You can also use the smuding brush on your eyebrows. The brush you dip in water and mix up some liquid eyeliner. It works great and doesn't smudge off either.

Sounds like you might have oily skin & the oil is acting as a remover? If you are applying any kind of moisturizer you might want to use less in the area. I recommend using a primer (there are many on the market) on the eyelid before applying your liner, eyeshadow etc & top it off with a bit of translucent setting powder (I prefer mineral veil)

Smashbox also makes a product meant to waterproof your eye makeup. I use it everyday on my eyeliner and eyebrows (I use shadow to make eyebrows since I have none.) I've never had smudging or creasing issues with their product. I think it's called OnSet/OffSet. You should be able to find it on Sephora; if not go to smashboxcosmetics.com

even if its a good eyeliner it will still smuge if it just the brand or maybe u just have oily skin
well i had the same problem so i started useing revolon and it stoped smudging but it is harder to get off because it is very strong

try liquid eyeliner...it take a bit of practice but it give great crisp lines and smudge proof!
practice makes perfect!

hmmm liquid is very good like n.y.c colors is very good or just look for a label on the eyeliner saying "smudge free"

Maybe its just the eyeliner or the eyeliner is just to cheep. Try a different eyeliner maybe that will help
