why was it called the white house.

George Washington selected the cite for the White House and commissioned its construction. It was originally a pink color but after the fire from the war of 1812 they covered the charred wood with white paint. Thus the house became white. However, it was not until the 20th Century that it was referred to by that name. Previously it was the president's house or the Executive Mansion.

Theodore Roosevelt, who probably got more fun out of it than anyone except LBJ, was the first to call it the big white house. That's in bios of Roosevelt. I think the location was part of the original plan of Washington, but I don't know that for sure. Look under Washington, White House or L'Enfant.
