this penny has the back stamp printed on top of lincoln. It almost appears as a hologram. It is dated 1991 with no mint mark.

What you have may have is a clashed coin error. They call it a clashed error because the front and back (obverse and reverse) dies clashed together when there was no planchet to take the blow of the press. So some of the reverse die elements were transferred to the obverse die. Then when your coin went through the press both the original obverse elements and some of the reverse elements were imprinted on the same side. This would explain the hologram effect.

People who collect errors would probably pay you a little over face value. I don't collect them so I don't know how to value the coin.

If the image of the one on top, is into the coin and not raised, then some one made it outside the mint. If all legends and images are raised then it could be a mint error. You need to see a coin dealer. It is easy to sandwich two coins together with a small piece of wood and gently hit it with a mallet and this will put the image of the Lincoln memorial into Lincolns bust, but the memorial will not be raised, but be indented into the cent.
