Other people have told me that I'm too quiet and reserved; I talk as if I am scared of that person; people say I am a good student but I have problems with my verbal skills which is bad....

Socialize with your friends on a daily basis. Make it so you're the life of the discussion and you'll build confidence. Then you shouldn't have much of a problem talking to other people.

I've had that same problem for most of my life. Try going to therapy. A therapist can help you determine specific things you can do to improve your social skills and comfort in a social setting. It has been working well for me.

Practice...
Try to start on safe and easy topic with the people around you like hobbies or general ideas..
then when you are comfortable with them you can now proceed with other discussions.
Try to just talk to yourself in the mirror first, or your parents or siblings, or your pets and then ask for their input and outlook.
