Not everyone has unlimited texting. Maybe he doesn't feel the need to respond to every one. As for taking forever, some ditch the phone when they're home, so he may not know he has a text until later. The dinner table is no place for texting! Go by the kind of friend he is in person, that is who he is for real, not his phone texting habits.

Why don't you ask him the next time you see him? Ask him if he enjoys texting with you and that you've noticed that he either doesn't respond or he takes forever. He could have reasons. If he doesn't have any or you don't like his answers, then I think you need to accept the fact that you are not in any kind of relationship with him other than superficially.
Point: texting does not constitute communication and should only be a substitute for face to face talking.

I have a friend who would not respond to my emails---she hates writing. If she called me, I'd reply by email---I hate talking on the phone. We had a heated discussion about this--- and we both decided to compromise because we valued our friendship so much. Ask your friend why he doesn't respond to your texts. Yes, no response at all is rude, but it could just be a personal preference. Just remember that emailing and texting are very impersonal methods of contact, and some people have their own preferred methods of communication. Good luck.

There's always that one text that is almost impossible to respond to. He just stops texting and cries.

I don't think I'd like it if someone texted me too much. I have to take your friend's side on this one. You text too much.

you sound smothering. maybe he doesn't have an opinion on what you said. maybe he has to think before he types. i think your a bit selfish. love doesn't come from text messaging.
