you can do a beach or island theme. tell everyone to wear their hawaiian shirts, tank tops, shorts, and flip-flops. have everyone bring a island-style dish.

Rent a hot tub. Everyone loves a hot tub. Isnt a surprise party a matter of inviting all his friends and making it a surprise that they are tehre? If its too hot, get a few paddliong pools. Thats always great conversation pieces that get used by feet cooling off.
Im sure he will be delighted with that. But a cake. A few cheesy decorations, make sure you have a BBQ. As for what to serve....something easy ?? Hot dogs. Something great? Steak, tons of a variety of salads ( I like to mix it up besides boring salad) Scalloped or baked potatoes, Or find some different summer bbq recipes. Dont forget the cake.
Music....bring your music outside. If you are drinkers, keep it to a backyard, if not, go to a park somewhere.

you can go with a common theme, such as a Hawaiian, costumes(movie stars, sports, musical folks, etc..), but if is is turning 25, i think the best thing would be a slumber party theme. where all the folks that show up wear bedtime clothes.

try a karaoke party-make the theme revolve around something he likes or an era and get a couple kegs of beer if you drink and popcorn or rent a popcorn popper and pay a neighborhood teen (your cuz, niece, nephew, etc) to man it

whatever you do dont get caught up in how well things do or dont go-just roll with it and have fun
