I doubt it. The hostility in Iraq is caused by a small percentage of the population. There are several factions that are trying to seize power. They employ fools and criminals to set off bombs.
The majority of the population would rather be involved in a soccer game.

There will always be some hostile people.
Football would only create more separation between the people in Iraq.
More wars might even start because somebody doesn't like your team.
In my opinion, it might actually make things worse.
