definately don't force it, but thats already been said. umm hmm lets see. ok. heres an excercise you can do. it may hurt, but just do this until you feel a slight pull/strain in your hip flexers. don't hurt yourself. what you do is lay on your stomache and turn out your feet . then bend your knees and put your toes together. if you have too, raise your knees and the tops of your legs off the floor a little. the point is to try and get your legs flat on the floor. i have excellent turn-out, so i can do this stretch with no problem, but its really good for helping with it. also, use a theraband and get your dance teacher to show you some ways you can use it to help with your turnout.

Dont force your turn out. You cant gain more turn out or loose your turn out but what you can do is exercises to strengthenthe muscles that you use to turn out and learn how to control them. Your ballet teacher will probly be able to show you some exercises but one i find is to tie your therobandto something stable put your angle in it while in four point kneeling and bring your foot towards your other foot and hold for about 10 seconds and repeat till you can't do any more.
hope this helps!

Turn out comes naturally, DO NOT NO MATTER WHAT TRY TO FORCE IT! I can back this up with personal experience YOU WILL SERIOUSLY DAMAGE YOUR KNEES! YOU DO NOT NEED TO FORCE A 180 DEGREE TURN OUT!
Okay, so just work with your natural turn out. When you're doing things wih your leg to the side, make sure your leg is turned out, and with lifts, keep the leg fairly low so that it goes to the side instead of in front of you (when you lift your leg really high, it often turns in slightly and goes slightly to the frontm which is bad). Doing some jazz stretches in a straddle will also help your turnout. But just take it nice and easy! Good luck!

i'm probably not a very good person to be answering this question, because i do have "perfect" turn-out. but, like a couple of other people answered, don't force it!!! some dance teachers will try to make you (my ballet teacher is a Russian prima ballerina) but, don't let them!! it will hurt you knees and/or ankles, depending on where you try to force your turnout from. but to be more flexible in your hips, you can just stretch more and do your center splitz frequently. eventually, you can be more flexible, but turnout doesn't change.

dont force it--i have bad knees and ankles because of forcing my turn out. when im doing turns in second and fouettes i have problems w/ my turn out also. sit in a strattle (not over splits) and keep your pinky toes on the floor (or as close as you can get em) and go down as far as you can...w/o moving your pinky toes. also, stand at a ballet bar (or a window sille at home) and just work your turn out, like turn out your feet and lean forward w/ your foot on the bar(this also stretches). then try and keep your leg in the same spot w/ your turn out and turn yourself so you are almost in the fouette position. just do stuff like this to loosen up your ankles so they will turn out easier. good luck!! and REMEMBER: forcing doesnt help!!
