It depends. Like many colors, grey can have many different shades. Since grey is the color between black and white, it specifically has different hues. If the shade of grey is closer to black, then it will be darker. Same goes for white, only lighter instead.
It the realm of grey vs. brighter colors, it will usually be darker, but not always. Darker greys are normally more vivid then lighter shades.

Depends on the hue or tone of the color. A light smokey grey or a dark charcoal grey and various shades in between.
