A good rule of thumb I follow is about $5 for every 5 years of age. So, for a 15 year old, $15 should suffice.
Just don't be cheap like my aunt, and deduct the cost of the birthday card from the gift amount. =)

Honestly the best way to do is just use a gift card don't put money. Just a gift card that's about 25 bucks or something and that's it. Usually they have gift card where you can use in any store in the that mall like Simons or westfield. Good Luck

Since your friend doesn't want anything in the first place, maybe it would be better to get him a gift certificate from a bookstore or other favorite stores...for a value of $20. It's easier to accept a gift card, then money when someone doesn't want anything.

Guys know what they want, and it is possible that he doesn't particularly want you to know what he's gonna get for a variety of reasons. Those reasons don't have to be bad choices necessarily but at that age privacy is very, very important. I would, just like he said- get him nothing. Discreetly put $ 20 bucks in an envelope and he'll think you are the "coolest chick in the world".
