Technically there was no winner, as the exams were interrupted by Orochimaru's invasion of Konoha. All the ninjas were needed to help protect the village so there was no-one left to proctor the exam.
Nara Shikamaru was the only genin who was promoted to chunin after the exam. They felt as though his use of strategy demonstrated that he had earned the level of chunin.

Nobody WON the chuunin exams. The chuunin exams isnt a competition, its a test to see who has any capabilities of becoming a chuunin. The only one who could make it was Shikamaru, due to his extremely high IQ and good strategic skills. Though some people like Neji end up becoming a Jounin in shippuuden. (if you're watching the english dubbed on television, i suggest watching the japanese with subs on youtube or something because its much better ^^)

Techinally everyone would say shikamaru cause they advanced him BECAUSE of his skills and tactics....but in reality shikamaru lost to temari...^^;
