HELIO is a MVNO also known as a Mobile virtual network operator. What this means is that they do not actually have their own cell towers. HELIO uses the Verizon network where they are licensed to do so. I'm not sure if they have access to the whole Verizon network or not. Companies like Verizon, Sprint/Nextel, T-Mobile & AT&T (formerly Cingular) maintain their own network of cell towers. Companies like HELIO, AMPD Mobile & Virgin Mobile are MVNOs. Some of the advantages of an MVNO are the unique software and user experiences they offer. Sometimes voice & data price plans of an MVNO are quite good. I've heard that sometimes an MVNO phone will not work in certain areas where they are denied access by the network big companies.
