No, measure from the inside of your leg at the top to the floor. Your inside leg measurement is finite, whether it is for pants, a skirt, shorts or whatever. If you are measuring skirt length measure from your waistband downwards to see how long you want the skirt.

for pants? your inseam is measured along the inside seam of your pants. If you need to know what length to buy pants, take a pair that fit you well and measure along the inside seam. Should probably be a number between 28" and 36".

A taylor will ask what side do you hang and he will measure from the other side all the way up to your shoes.
