I'm doing this for Social Studies and have challenged myself quite badly

The American west was populated so fast due mainly to the California Gold Rush that the laws of society and government lagged behind for several years. In these "lawless" settlements, the people realized that they needed some sort of control. In most cases, the towns people appointed or hired men (sheriffs and judges) who were willing to see that justice was served. In the early days, most of these "lawmen" were nearly as bad as the outlaws they attempted to control.

When things got so out of hand as to be dangerous to the town, it was usually the women who complained the most. As a result, the town fathers would organize them selves into a permanent body of men to seek justice. These were called vigilantes (always "vigilant" of the town safety) who took on the complete responsibility of capturing, trying, and punishing the law breaker. In many cases, the punishment far out-weighed the crime (hanging for being drunk in public??) and innocent individuals were often gathered up in this frontier rush to Western America Justice.
