Have you tried flipping the breaker and making sure that the water valve that allows water to go "in" to the heater is on or open - is there any type of a "reset" button on it?

Sounds like the thermostat has tripped or an element is not working, try to reset the thermostat, it should have a reset button on it, if this does not fix, you can use an ohm meter to test your elements, if they continuity you need to replace your thermostats. Good luck.

replace the heating elements. Lowes or Home Depot for a few bucks and they can instruct you on how to put them in...it's not too hard.
