what is the cheapest phone service tht will give you texting and calling.?

i want a cell phone but i will have to pay for minutes myself. i dont want alot of calling minutes, just enough so i can call my mom or somthing.

I've been looking up a lot on phone plans, and I found that Verision is the cheapest, testing is additional but still is inexpensive.
