During male puberty, the testicle(balls) lower themselves to their permanent position, about 3 inches lower the the body.
The testicle have too be cooler than the body temperature (98.6) in order to make sperm.

Can mean two things. First when they descend from the abdomen which usually occurs within 3 to 6 months of age
Secondly it could be referring to balls descending during hot weather or in a hot tub or ascending when in cold water or when its cold outside. This occurs because testicles (balls) need to be kept at a slightly cooler temperature than body temperature in order for sperm production to occur.
