Terrorists are usually defined as those acting without the authority of a government behind them.

The difference is that the President is not a terrorist. Terrorist want to kill for what they believe in. Bush does not want to kill anyone but the terrorists. The government having a right to search people's bags on the subway is not the same as terrorist trying to blow up the subway.
