I also had this question and the answer is this. Outside SOME of the rides (some do not offer it) there is a machine you put your ticket into and it will print you out a smaller ticket with a return time on it. I thought this would be a great way of going around to all my favs and collecting them up to avoid waiting in line BUT somehow I am told they keep track. So say you are looking to get on a ride and you have a FASTPASS for that and walking around you see another with an equally as long line you cannot get another FASTPASS until the first is used or expired. I guess they did this to avoid shorter line junkies like myself. Smart move.
My suggestion is that some of the more liked rides probably will have shorter lines if you can go while people are eating like say 12 and 5. Those are normal meal times at home so many will keep that same time frame. Just watch and wait.

Fastpasses are free, all you have to do is have a park admission ticket to receive your fastpass ticket, which gives you a time frame to came back at depending on how many other people have got a FP for that same ride (ie. you can get your FP ticket at 11AM but not be able to use your FP until 7:00 PM - 8:00 PM). The rules for obtaining another FP for a ride are maximum 2 hours (for a different ride), but if you want another for the same ride that you currently already have then you have to wait until the first has "expired".
Also keep in mind not every attraction has a FP, also they can and do run out like tech_fanatic has stated especially if the park is busy.

Disney's Fastpass is free, it is included with your tickets.
You are limited, however, on the tickets. You can use it for every ride that offers it, but you cannot get an unlimited amount for each ride. You put your ticket it, it gives you a slip to tell you when to come back and then also tells you when you are allowed to get your next pass. So, you can't just keep collecting, which is why it is important not to use it on rides with shorter lines. After your time is up, you can go back and get another Fastpass for the same ride, but I just want to make sure you understand that there is a time in between getting your Fastpass that you need to wait.
Also, the Fastpass can sell out for a ride in the early morning. Depending on when you go, how busy it is, the ride, etc. But they limit the amount of tickets and once the last time slot is given out, then they don't offer tickets anymore, this is how they keep the Fastpass line quicker. It is quite a process they went through to come up with it, but it definitely a great idea.

Disney does not sell their Fastpasses. They are free. You get them at the attraction you want a Fastpass for by putting your park pass into the machine. You can only get one per park pass every 2 hours or so.

Fast passes are FREE. If you have a ticket to get into the park, you just slide that pass into a machine, and it gives you back your admission pass, and the fast pass ticket - free. (If there are any fast passes available.)
