Overcrowding, which led to recuurences of plague outbreaks in the city. It also led to wood structures being built too close together which helped a fire destroy much of the city in 1666ca.

Same problem a now HAVES AND HAVE NOTS.
The haves, meaning those with money, were basically above the law.
Now they are as good as untouchable by the law, hiding behind myriad foreign companies.
