The Animals version was based on Dave Van Ronk's version; Bob Dylan also performed it, but I don't think any of them actually wrote it. The Animals version is certainly the most popular.
According to wikipedia, the origins of the song is unclear. Alan Lomax credits the lyrics to Georgia Turner and Bert Martin. The oldest known recording is by Clarence Ashley and Gwen Foster.

The House of the Rising Sun was sung by Bob Dylan and Eric Burdon, lead singer for The Animals, and was composed and written by Alan Price.

Bob Dlyan did a version before The Animals but it was also done in 1934 by Clerence Ashley and Gwen Foster. Alot of people have done covers of it since.

well yes and no, its a traditional song that has beena round for some time, i believe bob dylan did his version before the animals did, but im sure you are thinking of the version by the animals
