I did it a couple years ago. I wore a black cocktail dress. You probably have one in your closet already. Bought a beaded headband at claire's for about $5-6 and glued some feathers on it. (If you need more sparkle, you can buy a pack of sequins for a couple bucks at a craft store but the one I bought at Claires had plenty) Bought the cigarette thing at a costume store ($2). Bought some pearl beads (like a strand that you would wrap around a Christmas tree) at the dollar store (or you could use old Marti Gras beads and spray paint them white). And you could buy a feather boa (roughly $10) but thats fairly optional. If you don't do the boa though I'd buy some fringe and hot glue it to a garter belt. A pair of fishnets ($2).

Anyway--total cost $10-20 bucks.

I bet if you went to Goodwill you would find an old sequin dress that you could cut shorter. Cut strips into bottom. Use extra fabric to make the headband dealy that is traditional with the outfit. Plastic pearl necklace and feather boa: Voila! Flapper Girl Extraordinaire!

jump around without a bra and they will flap all over the place
