This means you see something in agreement with another person. Example. Bob and Joe see eye to eye on the fence they are building together. It doesn't always mean an agreement, I guess an understanding would be a better description.

It means that you have a mutual understanding with someone. the term probably originated as a way of saying that you can SEE things from another's POINT OF VIEW.
