Busier than Beavers.
If someone is contantly at work and actively working, they are busy bees.

This is really in reference to "worker bees" which are all female bees who are designed to work their little stingers off.
It does not include the queen bee (whose primary function is to lay eggs...hard work, but not year-round) nor does it include the drone bees (male bees who do not have stingers, and are there for nothing but sex...at which point their lower half is torn off in air born copulation, and then they die soon afterward).
Worker bees do nothing but work. They don't really even sleep, though they don't work much at night.
When these hard working ladies aren't searching for pollen, making wax or feeding the babies, they are defending the hive.
So "busy as a bee" is in reference to a person who is constantly doing things, much like a worker bee.
