Normally it's punishable. Because you're not a German, the police will usually give you a warning and inform you that's not allowed to burn national emblems.
If you would be a german, they'll let you pay a fine.

I would never burn the flag of another nation, or the EU. They haven't done anything wrong to us.

Though I doubt Germans would mind if you did.
