i don't think any of these are beauty questions... but i'll try to answer the second one.
if he just sat down next to you and that's the only contact you have had with him, you might want to get to know him before you ask him out.
i'm all for girls making their move on guys, but it doesn't seem to me that he likes you yet(and i'm probably wrong with this... but you haven't given us much info).
try becoming his friend before asking him out :-)

Yes ask him out and I have not seen it, also post in a different section and the two question are completely unrelated.
