Part of the training for psychiatrists is to do a residency in psychiatry. This is a specialized program which occurs after the completion of the basic medical degree. Residency programs in psychiatry can be 1 to 3 years. So a psychiatric resident is a physician who is going through specialty training in psychiatry.
