Indifference to a person or neglect of a persons welfare/feelings is a subtle form of cruelty.
Indifference toward politics/religion/suffering in the world , is in a different category altogether.
Basically it means a person doesn't feel strongly enough to care.

yes I do, at least if they take a stand against what I think to be so, there is a chance for change, but when there is no action at all , how do you deal with silence, laws get passed, before we know it

You could be onto something . But i think that once person gets it into their head they don't like somebody then that it and they do that on impulse .First impression .. I myself like to give second chances !
