I've heard it can, especially due to "rough" anal sex. Hemorrhoids can come about due to stress in the area, or stress in general even. Straining for bowel movements due to constipation or impaction (sometimes due to anal sex and having feces condensed) can also lead to hemorrhoids as well.

Hemorrhoids are caused by one's inability to force fecal matter out of his anus. Anyone with common sense should be able to understand that anal sex does cause hemorrhoids.
