Look to the north. A great place to raise a family would be in a smaller town, almost all of which reside in Northern California. Crecent city might be a good place to look. Hayfork is very small and pretty secluded and warm, though I haven't spent enough time there to know it's ends and outs. Blue Lake is very nice, and not too far from other places of interest. Eureka & Arcata have some really nice areas, but you would want to be sure you stayed in those areas because the towns as a whole have a high crimerate.

I just moved 3 months ago from Concord, ca, to Newman, ca. It's about a 1/2 hour south of modesto, ca. on I-5. Newman is a very small town, it doesn't have many stores, it has a grocery store, a Rite aid, an Ace's hardware & some other small shops, a few very good little places to eat. Lots of Churches, some very good schools & very little crime, no traffic, you can walk at night & it's safe, people seem to be very friendly & helpful. It's clean, no trash along the sides of the roads, or places where people just dump off piles of trash in vacant lots. It's a huge change from Concord, we really love it here! I'm still getting use to it, I still have trouble believing that people are really this good & not just trying to con me, but I'm getting there. Newman has been called the most liveable place in the Central Valley & it's well earned ! You should check it out!

I live in a small town on the Central Coast and think it is a wonderful place to raise my kids.
Here is some idea of cool family stuff happening in and around San Luis Obispo County.

Depending if you want to rent or buy (your budget, too) and career markets... you might want to stay in nicer areas up north like San Carlos, or even Central Cali...like Monterey. you can look through Yahoo! Real Estate, punch in different zip codes and see whats in the area surrounding different properties. But in the end, depends on how far you're willing to commute to work, mall, etc.
