Many Cleaning Services do Post Construction Cleanup. I owned one for 20 years and we did this type of cleaning along with regular housekeeping. So this is your competition.

In writing a proposal it is best to make up a standard form that you use for each job. That way it is always the same as customers may contact you again.
Include:
Date you will start and date of completion
Address of Job and contact
Hours to complete the job
Hourly rate or bid per man hours
What is included, you can leave this section blank and write in when you view the job.
Extras (like windows, garages, patios)
conditions or legal affairs (like not responsible for windows higher that three stories, etc)
Total bid

Center of top page will be your business name, address, phone, and any contact information. Plus your logo if possible or your verbal logo (like one call does it all)
Then follow a sample legal agreement. Leave items blank so you can fill in when you are giving your estimate. Leave a spot for their signature and date at the bottom agreeing to have the work done.
Good Luck
