Being smart is a matter of opinion.

Will being book smart help you if your $100,000 car breaks down in the middle of the ghetto at night and your Blackberry/On-Star has lost its signal?

Will being only street smart help you if you apply for a job as as Day Trader on Wall Street?

I know people that are lousy at math, but will beat your *** in dominoes which requires you to use quick thinking math. I work with people that know Oracle, Unix, or Linux as a second language, but first graders write better memos and emails then they do.

Smart is a matter of opinion based on situation and circumstance.

someone is qualified to be smart when they are perceived to have more knowledge than most people around them. Its relative if everyone is smart then no one will think someone else is smart. But if some people are average and they are a few above average people. Then the few above average people are smart. I think you cant measure how smart someone is but most people judge people on being smart based on how much more they know then most people in a field or topic. Hope this answers your question.

IQ tests determine relative smartness based on averages.
