From what I've heard, Stanford University is the 'best' for psychology in both undergraduate and graduate level studies. Though many times what's considered the best isn't what's best for you. It's always a good idea to find a school that matched your interests and is based around the things that are important to you (such as cost, class size, location, curriculum, quality/availability of professors etc.)

depends on whether you want to be a psychologist or a psychiatrist. psychology is what you need to study for the first but medicine is what you study for the second.
