I just want to drive out on the beach with a small grill and my picnic gear, and enjoy the weekend.

If you go to fiesta island which is right on mission bay, you can drive right up to the water. There's not really waves, but lots of people use personal water craft an such there. there's not really and restroom facilities though. I think there's a few port a potties around tho.

No you can't drive onto the sand anywhere. But there are plenty of places that have parking lots RIGHT next to the sand, so all you have to do is carry your grill about 10 feet.

Silverstrand is Coronado is nice and not super popular. OB is pretty laid back. If you're looking for more of a crowd try La Jolla Shores, and if you want the tourist scene hit up Mission Beach.

All have parking lots within yards of the sand.

You can not drive any private vehicle on the beach unless you are unloading a boat or something; to my knowledge, not anywhere in San Diego city limits, maybe in county limits, I don't know.
